Electronics and Computer Software Export Promotion Council

I visited ESC for guidance to start export business. I told them i want to be merchant trader in electronic and hardware sector but i don't have experience in this sector and can you help me provide me some export data so that i can do market and product research. But the person i was talking to tell me you are young and export business is hard you should start with domestic market and there are 100 problem in export market, And he told me he know one exporter who exported the good and buyer didn't send the payment and ED (Enforcement Directorate) raid him thinking he transferred some were else. Basically he doesn't help and only scare me and tell me not to start export rather do domestic business and also didn't provide me any data. They are export promotion council but i feel like they only encourage only people who are already in domestic market they don't help people who doesn't belong to their industry.
