If you neither have funds nor passes you should come at Tilak Marg to republic day parade. There is no restriction to see but the problem here is you have to keep your feet warm. The public here is alot so you have to take care of yourself and your belongings. Nearest metro is Ito or Pragati maidan. Best time for reaching here is 8: 00 in morning.
