You'll never find someone like that person. He's a cheater. He'll loot you for the products.
Bribery can happen in two ways. One can be coercive and the other is collusive
in coercive situation, bribe giver is forced to give bribe by the bribe taker. In such a situation, bribe giver may almost be innocent.
In collusive corruption, both the bribe giver and bribe taker benefits at the cost of the general public. Here both of them are equally responsible, but i personally would put more responsibility on bribe taker.
In most cases however bribe taker is more responsible. He is the one entrusted by the citizenry to do his duty.
But he's a cheat!
